He received undergraduate degrees in police Administration and Juvenile Corrections as well as a master’s degree in criminal justice from Eastern Kentucky University. His doctoral degree in Criminal justice is form Sam Houston state university in Huntsville, Texas. Dr. Kappeler served as editor of justice quarterly and was the founding editor of Police Liability Review and Police Forum.

Gary W. Potter is professor of Police studies at eastern Kentucky University in Richmond , Kentucky. He received his doctorate in Community systems planning and Development from The Pennsylvania State University.
