Economic growth has always remained in focus as an important objective of most of the Indian five year plans, and it was presumed that the gains of economic growth would percolate downwards to lowest strata of the society. A growth of nine percent has no meaning to the poor unless they feel the impact. To ensure inclusiveness, individuals belonging to disadvantaged groups should be provided special opportunities to develop their skills and participate in the growth process. Social sector development, employment, health, sanitation, education for the excluded and marginalized should be given highest priority to investment in rural areas, rural infrastructure and agriculture.
